This issue appears to have been poorly designed during the production process, with an unusual fix to include all pages in order. Pages 5-6 and 15-16 are single pages with only a thin cut off strip of paper at the spine on the matching page at the back (that is, between pages 20-21 and 28-29.) The pages look to have been incorrectly imposed for folding to saddle-stitched.
