Glover emigrated to New Zealand in about 1906. In Wellington, he worked as an elevator boy and began drawing caricatures of the clientele. As a result of exhibiting these in his workplace, in 1911 he got a job as cartoonist, court-reporter and occasional leader writer at the New Zealand Truth and later at The Dominion newspaper. He served in the New Zealand armed forces during the first world war, before succeeding Brodie Mack as the political cartoonist for the Wellington Free Lance in December 1918.
Around 1922, Glover moved to Australia and worked as Melbourne cartoonist for the Sydney-based Bulletin.
Glover became feature cartoonist for The Sun in Sydney in early 1928. From August 1933, his comic-strip 'Skeeter in Fairyland' ran in The Sun's Sunday 'Sunbeams' children's supplement. The strip was renamed Skeeter and His Magic Ring in September 1935. It continued with Glover's by-line after his death in September 1938, before being attributed to Stuart Peterson in April 1939. The final episode was 7 January 1940.
