Mitchell studied at Swinburne Technical College (1920-1922), at the National Gallery of Victoria (1923-1926), at the Bell School with George Bell and Arnold Shore (1930-1932) and with George Bell as a private student (1948-1952).
He worked as a cartoonist for the Melbourne Sun News-Pictorial for many years, where he created the Mr Melbourne newspaper strip. He drew the strip from 1939 to 1964.
After retiring Mitchell focused on painting.
Mitchell was born at South Yarra and died at Prahran. His mother was Emily Louisa Ryall and his father Robert Anderson Mitchell. No record of a marriage has been identified.
