Born in Petersham NSW, Woolacott was a fiction author, playwright, theatre critic and magazine editor.
He briefly edited the children's magazine Cobbers: A Fortnightly for Young Australians (1926), Triad (1926), Zest: a magazine for living Australians (1932) and Flame: a magazine of fiction (1936). He was a drama critic for ABC Weekly. He also wrote for The Australian Women's Mirror and The Bulletin.
Woolacott wrote a number of award-winning plays and a practical guide, Playwriting: An unconventional text-book (1942: Currawong Publishing Company, Sydney NSW).
During the forties, he also wrote a number of pulp novels for Currawong Publishing under the pseudonym VC West.
Woolacott died at Dubbo.
